Macroeconomic Planning and International Economic Partnerships

Mandate

The Directorate’s mandate:

The Directorate is responsible for providing leadership and coordination of national and sectoral development planning, macroeconomic policy formulation and dissemination to the public. It is also charged with coordinating and tracking implementation of bilateral, regional and international Economic Partnerships.

Functions

The functions of the Directorate are to:

  1. Coordinate the development, review, and dissemination of national development plans, policies, sessional papers, strategies and programmes;
  2. Co-convene the Macro Working Group and various sectors in the annual Medium-Term  Expenditure Framework (MTEF) budget preparation process;
  3. Spearhead preparation and dissemination of Status of the Economy Reports;
  4. Undertake research, macroeconomic modeling and forecasting;
  5. Coordinate and track implementation of bilateral, regional, and multilateral international Economic Partnerships;
  6. Track implementation of the Africa Agenda 2063;
  7. Prepare national position papers on negotiations with bilateral and multilateral development partners; and
  8. Monitor regional trade and investment trends.

Economic Development Coordination

Mandate

The Economic Development Coordination Directorate (EDCD) is mandated with the role of providing linkage between policy, planning and budgeting, coordinating policy formulation, planning and strategies at the national and county level. The directorate also undertakes capacity building and technical backstopping on development planning matters at the national and county levels.

Functions

The functions of the Directorate are to:

  1. Coordinate development, review, and dissemination of policies and programmes under the Economic Pillar of Kenya Vision 2030;
  2. Coordinate linkages between  the National and County Planning functions;
  3. Coordinate National Government economic planning function at the county level;
  4. Coordinate development and review of guidelines for the preparation and review of County Integrated Development Plans, County Sectoral Plans and County Annual Development Plans;
  5. Review and provide input on Draft County Integrated Development Plans and Draft County Sectoral Plans;
  6. Co-convene various sectors in the annual Medium-Term Expenditure Framework (MTEF) budgetary preparation process; and
  7. Develop and maintain repositories of National Government programmes and projects at county level.

Sustainable Development Goals Coordination

Mandate

The SDGs Coordination Directorate coordinates mainstreaming of Sustainable Development Goals (SDGs) in policy, planning and budgeting process; advocacy and awareness creation on SDGs; tracking and reporting on the implementation of Sustainable Development Goals (SDGs); Stakeholder engagement; capacity development on SDGs for both National and County Governments, resource mobilization for SDGs activities and research on SDGs.

Functions

The functions of the Directorate are to:

  1. Coordinate preparation and dissemination of briefs, country position papers and progress reports on SDGs and Voluntary National Reviews (VNRs);
  2. Coordinate advocacy and awareness creation on SDGs;
  3. Coordinate mainstreaming of SDGs in planning and monitoring frameworks;
  4. Co-convene various sectors in the annual Medium-Term Expenditure framework (MTEF) budgetary preparation process;
  5. Undertake SDGs stakeholders engagement;
  6. Coordinate documentation and sharing of good practices on SDGs;
  7. Collaborate with KNBS in production of timely and quality data to monitor SDGs;
  8. Capacity build stakeholders on SDGs at National and County levels;
  9. Collaborate with various stakeholders in identification of SDGs research priority areas, and in undertaking SDGs research; and
  10. Coordinate identification of innovative ways of accelerating implementation of SDGs.

Social and Governance

Mandate

The Directorate is responsible for supporting policy formulation, planning and analysis in the Social and Governance sectors in consultation with Ministries Departments Agencies and Counties. The Directorate also assess the effectiveness of social and governance sector development policies, strategies and programmes.

Functions

The functions of the Directorate are to:

  1. Coordinate development, review, and dissemination of policies, plans, strategies, programmes and projects of the Social and Governance sectors;
  2. Provide technical guidance and advice to MDAs in the Social and Governance sectors;
  3. Co-convene various sectors in the annual budgetary preparation process of the Medium-Term Expenditure Framework (MTEF);
  4. Coordinate institutionalization of Knowledge Management in the country;
  5. Provide guidelines on the functions of the Central Planning and Project Monitoring Units (CPPMUs);
  6. Coordinate the implementation of multi-sectoral programmes and projects in collaboration with development partners;
  7. Coordinate development of the National Human Development Reports;
  8. Capacity build stakeholders in the areas of Human Rights Based Approach to Programming and any other emerging area in the Social and Governance Sector;
  9. Coordinate the reporting on Transformative Governance under the United Nations Development Assistance Framework (UNDAF)programme;
  10. Undertake Participatory Poverty Assessment Surveys (PPAs) after every two years to guide policies on progressive poverty reduction; and
  11. Develop and review guidelines for preparation of MDAs’ Strategic Plans

Monitoring and Evaluation

Mandate

The Monitoring and Evaluation Directorate (MED) is functionally responsible for Monitoring and Evaluation of Economic Trends in the Country. The Directorate undertakes this function through coordinating implementation of the National Integrated Monitoring and Evaluation System (NIMES) at the National level. Further, the Directorate provide technical support towards implementation of the County Integrated Monitoring and Evaluation System (CIMES) at the County level.

Functions

The specific functions of the Directorate are to:

  1. Coordinate the development and review of performance indicators for the Medium-Term Plans for Kenya Vision 2030 and other emerging National Development agenda;
  2. Track, report, and disseminate implementation progress of the Kenya Vision 2030 and other emerging National Development agenda;
  3. Develop capacity on Monitoring and Evaluation (M&E) for both National and County governments;
  4. Coordinate implementation and review of National Integrated Monitoring and Evaluation System (NIMES);
  5. Develop, review and implement National M&E Policy framework, guidelines, standards and tools;
  6. Develop and maintain an electronic National Integrated Monitoring and Evaluation System (e-NIMES);
  7. Coordinate development and implementation of the National Evaluation Plan (NEP);
  8. Coordinate Public Expenditure Tracking Surveys (PETS);
  9. Establish partnerships and collaborations for strengthening M&E capacities in the public sector;
  10. Provide technical support to counties to establish and implement County Integrated Monitoring and Evaluation Systems (CIMES);
  11. Develop and review Results Based M&E curriculum for universities, training and research institutions; and
  12. Co-convene various sectors in the annual budget preparation process in the Medium-Term Expenditure framework (MTEF).

The Directorate comprises of two (2) Divisions namely:

Functions of the division include:-

  1. Development of performance indicators for the Medium Term Plans for Kenya Vision 2030 Sectors;
  2. Dissemination and Advocacy for M&E and M&E findings to all stakeholders.
  3. Coordinating the Monitoring and Evaluation functions across all sectors;
  4. Building adequate Monitoring and Evaluation capacity for all sectors;
  5. Conducting independent impact assessment and evaluations of Policies, Programmes and Projects;
  6. Promotion of a Monitoring and Evaluation Culture within the public service;
  7. Oversee implementation of the National M&E Policy framework, Guidelines, Standards and other tools to promote sound M&E practices;
  8. Administration and Management of the e-NIMES;
  9. Coordination of the development and implementation of the National Evaluation Plan (NEP);
  10. Preparing an annual research plan, identifying research priorities based on national situation and information needs of government, civil society; and
  11. Conducting Public Expenditure Tracking Surveys (PETS).

Functions of the division include:-

  1. Building adequate Monitoring and Evaluation capacity for all sectors;
  2. Tracking and reporting on progress of implementation of the Kenya vision 2030 sectors;
  3. Preparation of respective sectors M&E reports including Annual Progress Report (APRs) of the Medium Term Plans, Public Expenditure Reviews (PERs) and Comprehensive Public Expenditure Reviews (CPERs);
  4. Preparation of quarterly and annual consolidated project monitoring reports to inform policy and evidence based decision making;
  5. Overseeing implementation of the National M&E Policy framework, Guidelines, Standards and other tools to promote sound M&E practices in all sectors;
  6. Coordinating the review and implementation of National Integrated Monitoring and Evaluation System (NIMES);
  7. Facilitating capacity development in terms of human and enabling infrastructure in issues of M & E at central and devolved levels. Procure equipment such as computers, vehicles, etc;
  8. Development and maintenance of a framework for monitoring and reporting on non-financial performance of projects;
  9. Establishing partnerships and collaborations for strengthening M&E capacities in the public sector;
  10. Dissemination and advocacy for M&E and M&E findings to all stakeholders.
  11. Providing M&E technical support to County Governments to establish and implement County Integrated Monitoring and Evaluation Systems; and
  12. Supporting the development of Result Based M&E curriculum for universities, training and research institutions.

At County levels the Directorate will liaise with Counties on:

  1. Capacity Building of counties on M&E
  2. Operationalization of e-CIMES at the county level
  3. Operationalization of CIMES
  4. Support counties in development of County M&E policies and CIDP indicator handbooks
  5. County Monitoring and Evaluation Committees and other Sub-County M&E Committees in order to produce the quarterly and annual M&E progress reports.

Infrastructure, Science, Technology and Innovation (ISTI)

Mandate

The Infrastructure, Science, Technology and Innovations (ISTI) Directorate is responsible for providing leadership and coordinating national and sectoral policy formulation, planning and budgeting aspects of the Enablers of the Kenya Vision 2030. These include Infrastructure; Transport (air, roads, rail, water); Energy; Petroleum; Housing and Urban development; Public Works; Shipping and Maritime Affairs; Science, Technology and Innovations (STI); and Information and Communications Technology (ICT).

Functions

  1. Coordinate development, review and dissemination of policies and programmes under the Foundations/Enablers of the Kenya Vision 2030;
  2. Provide technical guidance and advice to Ministries Departments and Agencies (MDAs) in the Foundations/Enablers Sectors of the Kenya Vision 2030;
  3. Co-convene various sectors in the Medium-Term Expenditure Framework (MTEF) annual budgetary preparation process;
  4. Conduct research on topical and emerging socio-economic issues to inform the National Development Agenda;
  5. Assess the status of the infrastructure, science, technology and innovation projects to inform policy and planning; and
  6. Develop and maintain database on Science, Technology and Innovations Ecosystem for Kenya.

Directorate of Administrative Services

The National Treasury and Planning is committed to providing quality services to all and is guided by the Core Values which staff adhere to for efficient service delivery to the public. As a guiding factor, the State Department for Planning has an operational Directorate of Administrative Services which plans its work subsequently through following the guiding principles that thrives towards attaining the following Vision and Mission of the National Treasury and Planning.

‘‘To provide leadership in economic and public financial management, and Development planning for shared growth through formulation, implementation and Monitoring of economic, financial and development policies’’

Consequently, the Directorate of Administrative Services provides leadership in the execution of policies and coordinates the daily operations of the State Department for Planning to secure efficiency and compliance. The Administration Directorate Services is the backbone and an asset that serves as the link between various Directorates / Departments /SAGAs and Units. It ensures that there is smooth flow of information from one part to the other certifying that work is done professionally and efficiently. It takes care of all services to the management and helps in keeping up productivity.

The Directorate of Administrative Services comprises the following;

  1. Administration Services
  2. Accounting
  3. Finance
  4. Human Resource Management and Development
  5. Supply Chain Management
  6. Public Communications
  7. Information Communication Technology
  8. Internal Audit

In the last one year, the Directorate of Administrative Services mainly focused on enhancing skills development and career progression for staff motivation and improvement of employee morale. This was implemented through engagement and appropriate placing of Attachees in various Directorates, Departments and Units. The processing and execution of promotions for the eligible officers was prudently done through the Human Resource Management and Development to enhance creation of jobs, capacity development, and productivity of employees.
