Planning PS Saitoti Torome closes PIM Training

In his closing remarks to the participants attending the Project Formulation and Feasibility Studies in Mombasa for Public Investment Management Officers last week, the Principal Secretary in the State Department for Planning, Saitoti Torome urged government officers to be very keen on the way they plan to implement government projects.
He said that poor planning at the point of entry affects projects progressively during implementation period and this contributes to too many projects stalling at some point.
PS Torome also pointed out that projects would only be meaningful to the citizens if they are completed in good time and people start benefiting from them. This he emphasized is the reason why even the Constitution of Kenya spelt out the need for public participation to ensure that the government is not working alone and leaving the citizens behind in governance and resource distribution.
PS Saitoti Torome added that the Government Officers implementing projects should work towards improving the welfare of the people by coming up with viable projects which are beneficial and not harmful to the communities. He said that in skills development, such officers should also be highly trained on Environmental Project Risk Assessment to make credible decisions before commencement of any project.
The PS was accompanied by the Economic Advisor Joseph Mukui, Director of Public Investment Management Unit,Elijah Kinaro and ESAMI Facilitators among others.
