Kenya Vision 2030
Kenya Vision 2030 is the long-term development blueprint for the country and is motivated by a collective aspiration for a better society by the year 2030. The aim of Kenya Vision 2030 is to create, “a globally competitive and prosperous country with a high quality of life by 2030.” It aims to transform Kenya into, “a newly-industrializing, middle income country providing a high quality of life to all its citizens in a clean and secure environment.”
The Kenya Vision 2030 is based on three pillars namely economic, social and political, that are critical in achieving the desired transformation by 2030. The pillars are anchored on the following foundations: macroeconomic stability; continuity in governance reforms; enhanced equity and wealth creation opportunities for the poor; infrastructure; energy; science, technology and innovation (STI); land reform; human resources development; security; and public sector reforms.
The Vision is implemented through a series of successive five-year Medium-Term Plans. The First MTP was simultaneously launched with the Vision covering the period 2008-2012. The Second Medium Term Plan covered the period 2013-2017 while the Third Medium Term Plan, which is currently under implementation covers the period 2018-2022. The Third Medium Term Plan (MTP III) outlines the main policies, legal and institutional reforms as well as programmes and projects prioritized for implementation by the Government during the period 2018-2022.

Medium Term Plans
The State Department for Planning is mandated with production of MTPs that guide development in the country for five successive years. The MTPs provide the basis for preparation of County Integrated Development Plans (CIDPs). Preparation of the Plan involves several steps, all of which require participation by the citizenry at different levels.

The steps include: development of a Concept Note; formation of Key Committees; conducting national and county Consultation Forums; preparation of draft reports; and validation.
First Medium Term Plan
The First Medium Term Plan (MTP1) identified the key policy actions and reforms as well as programmes and projects that the Grand Coalition Government was to implement in the period 2008 – 2012.

The Second Medium Term Plan (MTP2) identified key policy actions, reforms , programmes and projects that the Government was to implement in the 2013-2017 period in line with the Government’s priorities, the Kenya 2010 Constitution and the long-term objective of Vision 2030.

The Third Medium Term is driven by the Big Four Agenda, implemented on the foundations that have been put in place during the First and Second Medium Term Plans and will be implemented in the period 2018-2022.
