Consultative Meeting Between the State Department for Economic Planninga and State Department For Public Service and Human Capital Development

The Economic Planning Principal Secretary Dr. Bonface Makokha, today, 21st September, 2026, held a consultative meeting with his counterpart from the State Department for Public Service and Human Capital Development Prof. Jane Imbunya.

The high level meeting was to check on the status of the Beyond Vision 2030 preparedness, the implementation framework and deliberate on how the State Department for Public Service and Human Capital Development can be incorporated into the planning process.

The State Department for Economic Planning is the core official government Department mandated by law in formulating the implementation framework for Beyond Vision 2030 which is the country’s next long-term blueprint. 

Consequently, the meeting discussed possible steps that will enable the Beyond Vision 2030 Plan to be implemented with productive participation and cooperation, which requires an ethical Public Service that upholds the principles and values that govern all the aspects of the planning process and anchors the best International good practices.

Dr. Makokha stated that, "The Long Term Plan will be evidence based, where the State Department will anchor its mandate and functions on the existing Fourth Medium Term Plan (MTP IV) of the Kenya Vision 2030 which will end in 2027 and the Bottom-Up Economic Transformation Agenda (BETA)." 

During the implementation of this plan, the State Department for Public Service will form part of the public participation engagement process which will be conducted across the country capturing views from the citizens for incorporation into the national long term goals.

"The success of Beyond Vision 2030 will depend on productivity, ethical and skilled public service, numbers, training, values, institutional structures, recruitment, the use of Artificial Intelligence (AI), and performance management needed to deliver a first-world economy by 2060," Prof Imbunya said.

The two State Departments agreed to establish a joint Technical Working Group to develop the Human Capital,Public Service establishment and development based on ethics and values as stipulated by the constitution of Kenya.

Present during the meeting were: Secretary Economic Planning, Festus Wangwe and other Directors of Planning.
