The Launch of Revised Social Budgeting Guidelines and Social Intelligence Reporting

The State Department for Economic Planning  in collaboration with development partners  and stakeholders, launched the Revised Social Budgeting Guidelines and the Social Intelligence Report (SB-SIR) framework, at  a Nairobi Hotel. This marked a significant milestone in strengthening evidence-based planning and ensuring public resources are allocated to programmes that improve the well-being of all Kenyans.

 The framework is expected to enhance the efficiency, equity and accountability of public expenditure while ensuring investments delivers measurable social outcomes.

Economic Planning Principal Secretary Dr. Bonface Makokha in a speech  read  on his behalf by Secretary for Economic Planning Mr. Festus Wangwe, said the launch of the National Social Budgeting Observatory (NSBO) and the Revised Social Budgeting and Social Intelligence Reporting (SB-SIR) Guidelines, 2026/27 Edition, marks a significant milestone in institutionalizing social budgeting and strengthening evidence-based planning. 

Dr. Makokha  also noted that, the social  observatory will serve as a national platform for monitoring social sector investments, generating social intelligence and supporting informed policy and development decision-making.

The PS reaffirmed the Government's commitment to evidence-based planning, responsive policy-making and prudent resource allocation  achievement. 

Moreover he reiterated the partnership between the State Department for Economic Planning and Development partner and Stakeholders have strengthened social budgeting, improved public expenditure analysis and enhanced evidence-based policy-making at both national and county levels.

Consequently, he said the initiatives are aligned with the Bottom-Up Economic Transformation Agenda (BETA), Kenya Vision 2030, the Fourth Medium-Term Plan (MTP IV) and the Sustainable Development Goals (SDGs), which promotes inclusive growth, equitable service delivery and sustainable development. 

 Social Intelligence Reporting will provide analytical insights to strengthen resource allocation,  improve coordination  across government  institutions and ensure that public investments  contribute to inclusive and sustainable development.

Present during the launch were; Economic Planning Secretary,  Monica Asuna,  UNICEF Country Representative, Shaheen Nilofer, members of the Inter-Religious Council of Kenya (IRCK), among others.
